Allow exporting of document uploads (student docs and/or employer docs)

Feature Suggestions

This could operate similarly to the Forms export where you would choose a student/employer document type and add filter options.

This would export all uploaded content into a ZIP file with each file named by student/employer and type.

If we do this, we must require filters like graduation year for students. So they don't export too much.

Putting this back in review because another use case came up. One client would like to have a Student Document type to allow students to store photos of work that they have completed and then be able to export all of these photos into a Zip file.
