Add the ability for a student to resubmit a student eligibility

Also, I had a student upload a Cover Letter after I had already marked them Eligible (which I told them to do), but then it kicked them off the list of Students started/completed Eligibility. I would like a way to “lock” them, so they can’t make changes once I have made them Eligible, OR at least to keep their progress and keep them listed in the “Pending” list, to keep this from happening. If I hadn’t caught that, she would have been lost in the shuffle as she wasn’t showing under any list.
